China moves to deepen family doctor services and faster referrals into higher-level hospitals

The National Health Commission reported on August 26 that China has issued new measures to deepen and expand family doctor contract services. According to the official summary, all internal medicine, pediatrics, and traditional Chinese medicine physicians working in primary-level healthcare institutions should serve as family doctors by the end of 2026, with more doctors seconded from secondary and tertiary hospitals joining in principle by the end of 2027.

The release also says contracted residents should receive priority access to consultations with their designated family doctors. When care needs exceed that doctor's scope, the patient should first be referred within the same institution when possible, and then to a higher-level hospital through reserved appointment slots, hospital beds, and fast-track referral channels within tightly integrated medical alliances.

For international patients, this points to a system that is trying to make first-contact care and onward referral more orderly, especially for chronic disease follow-up, elder care, and routine care coordination. It does not mean that a short-term visitor can automatically use the same pathway everywhere, so patients should confirm language support, eligibility, referral rules, and booking processes directly with the local licensed institution.
