Shanghai plans to further develop its role as an international medical center during the 2026-2030 period.
The city reports that 22 public medical institutions have been approved as international medical tourism pilot units. Public hospitals served 73,200 foreign patients in 2025, according to the municipal health authority.
For patients, the practical priorities remain selecting the right specialty, confirming international service availability and arranging interpretation before the appointment.
